No. this is no where in the bible. If God wanted to make sure the population would not expand he would close up the womb and women would not be able to have children. He is the one who put the children in the womb. whether mankind wants to believe they have control or not. They don't.They just think they do.

I guess it depends on your own personal beliefs. If you believe everything happens for a reason than yes, most likely it is. However if you think that things happen because we make them happen than no, it is just a choice.
