Amen to ';All Hat';. Fear does mean control, but only for a temporary amount of time. The fact remains, and there are a numerous amount of historical incidents that backs this up, that instilling fear into the general population only lasts so long - it ultimately leads to an uprising and rebellion from the subjects. I would like to think that individuals are inherently independent thinkers. It's a reason why totalitarianism almost always fails, as it assumes that Humans are mere ants and negates the power and complexity of the Human mind (minds, rather).
';Love'; on the other hand is perhaps the best form of control. And by ';love';, I don't actually mean ';love'; in its own essence. I mean control that masquerades around love. Why else do victims of domestic violence find it hard to leave the horrible relationship they are currently in?
To believe that fear is the best form of control is to overlook the fundamentals of persuasion - that, of course, to build rapport with the individual spoken to. How effective is communication to an individual that is struck of fear? Has anyone here not pondered as to why businesses ran by bosses who appear to love their employees, on average, succeed more than businesses ran by malevolent, angry bosses?
The better form is Love. But love is easy to ignore or take advantage of. That is when Fear comes in. Best done, fear can be the reasoning for the unreasonable. But if it is employed to build respect, then respect is but a step away from some forms of love.
It is the same thing with horses. When they are going right, then a light touch, even giving them their head (fully relaxing the reins) will work, often seemingly appreciated by a spirited gallup or rythmic trot. When you turn, slow, or stop them a light touch may be ignored (but not always), so strength is shown through the reins (or talk). But if that is ignored then sterner action must be shown. At the end of the ride, a properly handled horse will stand close to the rider and even nuzzle a good rider.
Love first, then steps that touch on fear when that does not work.
Fear.
People don't give a **** about anybody other than themselves, if they can get rewarded and do nothing/little, they will.
If you use negative reinforcement...... People will work doubleplusquick (joy for a 1984 kick)
Fear, because fear is actually designed to produce control and rule. Trying to use love for anything other than appreciation is like trying to knock a nail in with a screwdriver.
It will depend entirely upon the personal character of the influencer, not the influenced and whether ';better'; is assessed in relation to the influencer or the influenced.
Fear. Better for the controller
Love. Better for the controllee
Fear better for the country/society
Just look at all working animal societies. It revolves around intimidation by the alpha male/female.
omg are you serious? Love of course. People who fear you defy you behind your back and may kill you if they get the chance. People who love you protect your back even when you're half way around the world.

I agree with the first responder-ma-person-ma-bobby! Fear is THE untmost best way. Although it kind of depends... You have to know who will stay with you for love, and who for fear!
fear would create resentment and love probably would make people think they could trample all over the ruler..like they were weak.
